“Why is Energy Efficiency Still on the To-Do-List?”

“The best and cheapest way of combating climate change is to reduce the amount of electricity that needs to be generated in the first place. This is why it really does ‘pay’ to be energy-efficient, in every sense of the word. In order to make our energy transition a success, we are seeking to become even more efficient in the way we use power and heat.” - German BMWI
It does pay to become more energy sufficient, if it helps reducing the CO2 emissions in the atmosphere, so why does it seem that the energy efficiency is still on the to-do-list? What are the hurdles that needs to be overcome? Which incentives might fuel the energetic transition, on the regulatory, financial or business development side?
1. Wrap up of the defined measure
    According for the South African Energy Efficiency Strategy 2005, Energy Efficiency
    target is to reduce global energy demand by 12% up to 2015. Since more than 10 years
    now, structures to manage this shift and the required monitoring measures have been
    developed and put in place.
2. Status quo on the operational implementation
    The question remains, about the implementation of the efficiency measures.
    Where are we today on the operational side? Are we able to get first records of the
    energy efficiency benefits?
3. Dialogue & discussion
    Has the energy efficiency shift started or is it still on the to do list? What are the critical
    elements to unlock the path?
